Dr. Boylan answers:
The information I have from knowledgeable sources leads me to the following
_estimates_. A small percentage, perhaps 7%, of tissue harvesting of cattle and
other animals is
conducted by extraterrestrial scientists/technicians for two purposes: 1) study
and montoring of
the pollutants and diseases humans are spreading and becoming susceptible to,
in order to figure
out how to help us; and 2) for the purpose of using tissue to grow nutrients
for the hybrid fetuses
one race is developing to splice some human characteristics into their race
line, and to assure the
survival of some vestige of humanity in the event we continue down the path to
our own total
planetary destruction. (They would then re-seed the Earth with intelligent
humanoids who carry at
least part of the previous human race's characteristics.
Perhaps 93% of "cattle mutes" are being done by National Reconnaissance
Organization
Special Forces DELTA units operating with Teledyne Ryan Aeronautical's XH-75D
"Shark"
silenced, antigravity and invisibility-capable helicopters, using
gravity-cancelling "tractor beams"
and hand-held lasers to extract, work on, and replace animals. These NRO DELTA
recon units do
these cattle mutes to a small degree to also harvest scientific samples, but
mostly in order to
aggravate ranchers so as to turn them against the extraterrestrials, and as
part of a larger psy-war
campaign to alienate the American population against extraterrestrial visitors.
This psychological
warfare campaign is renegade, and not sanctioned by the White House or
Congress.
Besides cattle mutilations, these renegade NRO units are also conducting
human
kidnappings, examinations, experimentations, rape and torture, for the same
purposes, and
returning their abductees with the false memory implanted that the person was
"abducted by
aliens". Thus they hope that these victims will go public and spread defamation
about the
extraterrestrials.

feel strongly
that the real ET presence here is benevolent, BUT obviously not ALL is such, so
i was wondering
what % of close encounters (ie real ET ones as well as "other") of the fifth
(or greater) types are
of evil. and remember, my definition of evil is a tad different than i believe
your is...evil to me is
WITHOUT _ COMPLETELY INFORMED_ CONSENT, and/or if it involves infringing on ones
free will, EVEN IF IT _IS_ REALLY FOR THE GOOD OF THE EXPERIENCER...remember?)
Dr. Boylan replies:
The human race does not have a monopoly on aberrant behavior in the
universe. But
reflect that selfish, overmaterialistic, violent cultures like the U.S. and
other Western powers are
but a phase in our evolution to our full and true potential as
completely-developed sentient,
intelligent spiritual beings. Many planetary cultures have reached the stage
Earth is at, and
vanished in a global warfare or ecocide tragedy. This is our current "delicate
stage" Earth is at:
whether to advance in ecological and social responsibility behavior, or to
poison our planetary
home or blow ourselves up.
Generally, those planetary cultures which have gotten past Earth's current
awkward-
adolescent phase have grown to advanced spiritual and cultural levels. At those
advanced levels,
they have felt the kind of generous, outreaching inspirations which also have
motivated fine
humans to volunteer for the Peace Corps. Thus, we on Earth are being visited by
those cultures
which have matured to where they don't solve problems by six-gun fast-draw
contests, and have
grown up enough to realize there is more to life than a Ferrari in the garage.
The visiting cultures are loosely affiliated into what we may call an
Interstellar Federation,
which has principles and standards in interplanetary contact. The Federation
has pledged to keep
any extremely-rare rogue ET group from marauding a lesser-developed planet like
Earth. Thus,
we do not have to fear "alien invaders", despite the popularity of this
imaginary threat on video
games.
You speak of evil as anything "without completely informed consent". But
your criterion
is problemmatic. How does a Star Visitor inform an Earthling about something
completely outside
the Earthling's comprehension? How can an Earthling provide consent to
something s/he does not
and cannot understand? And what about the thousands of humans who, after their
initial fright at
an extraterrestrial encounter, got over it and welcome these opportunities to
meet, learn from, and
be advanced physically, mentally and spiritually by these Star Visitors? In a
less-primitive
understanding of "time", where past, present, and future are accessible on some
level in the now,
isn't retroactive consent valid? And knowing retroactive consent from the human
contacted, are
the Star Visitors who operate above time really making contact without consent?
I suggest that it
is inappropriate to take a standard developed for human medical procedures and
apply it to other
cultures's contact efforts, especially since these are time-urgent in view of
the little time Earth has
left before we self-destruct.
Consider: does your cat have a basis for a rights-violation complaint,
because you take her
to the vet to get her shots, and she feels scared, uncomfortable and
constrained. If you soothe her
afterwards and tell her it was for her own good, so that she doesn't die
prematurely of feline
leukemia, are you abusing her, and denying her "fully-informed consent"?
Consider: If your son is driving and seriously injured and unconscious in
an auto accident,
and afterwards some strangers (paramedics) take him away to an unknown location
(ER), and
other strangers (MDs, RNs) poke and prod him and do unfamiliar procedures on
him without his
consent, are his rights being violated?
We need to grow beyond our narrow, culture-bound,
Earth-is-center-of-the-Universe
thinking, and start to look at things from the Big Picture perspective. That
includes: cultural
differences, Earth's very survival, humility by a Superpower (U.S.) in the face
of off-planet
"superpowers" who do not have to operate by our current crude level of
intellectual and cultural
development, and ought not to.
