"I hear Congress is looking for projects that defy all known science; they'd be very interested in hearing what you have to say." 6) Dazzle them. "Oh, I see, you've resurrected the Mitscherlich-Obermenschen-Mayer theory. You know, there was a very interesting article in Scientific Bulgarian, sometime during the 1950s, or was it the 1960s, about the very same thing. If I remember, though, they had to take into account the Terching-Quidley effect, which you've neglected. You might want to read it; they come to the same conclusions you do..."
