You make some valid points but you are missing one critical one.
Ray has never, to my knowledge, asserted that he owns copyright
to the original film.  He has asserted that he owns copyright to
the processed and enhanced version which he has sold on video.

Legal experts I have spoken with say that this is certainly valid.

Since no one has come forward from the US Government to assert
copyright on the original 16 mm film footage, Ray has every right
to copyright modified material, including modification by way of
editing, optical and/or digital enhancement, additions (film label
info), and so forth.  This is well established law, and Ray does
not to prove anything about the original film to enforce his
copyright to the video material.

When did I claim that Ray wanted to be forgotten??  I don't recall
saying anything like that.  Ray would like to get out of the hot
seat of UFOlogy, certainly, but his business is a good part PR
and being forgotten is the last thing he would want.
