Or maybe the editor who wants to hype his story? COSMIC is not short for anything. It is part of the of NATO designation for NATO TOP SECRET. Instead of saying NATO TOP SECRET we say COSMIC TOP SECRET. COSMIC tells us that it is NATO material. We know that it requires other handle instructions that US TOP SECRET. We have to take it to the NATO sub-registry to get updates or submit reports of destruction, transfer, etc. to them. If the document is compromised, there are other officials outside the usual Chain of Command that must be informed. COSMIC is not an additional to the classification. It is part of the designation. Warning notice such as WNINTEL, Restricted Data, etc. are in addition to the classification. Warning Notices. (See Army Regulation 380-5, paragraph 4-500). These are items that may require special handling COMSEC, Communications Security materials, are codes and key. There is a different reporting chain for disposition or compromise of these items. WNINTEL (sometimes in the past WINTEL) Warning Notice--Intelligence Sources and Methods Involved is a caveat. This indicates that sensitive means or techniques were used to gain the information. Perhaps someone would died if the information was reveal. Perhaps a continuing sources of information would be compromised, or perhaps the capability of a technical method would be revealed. A made up example: A relative of the load master at an East German rail yard let someone on US side know that a new Soviet artillery weapons will be shipped to the rail yard under canvas covers, but the covers will be removed after dark and the weapon transported to the Soviet military barracks in the area. With this information the US Military Liaison Mission (USMLM) makes a tour of this area at the proper time and is able to secure a photograph using a high tech camera. The US now has a picture of a previously unknown weapon. Next month the Red Army Magazine runs a long article on the new artillery weapon. If the rail yard picture is properly marked the classification authority knows he should not declassify the picture as it might contain some signature which would: 1) compromise the informant, or 2) reveal what type of equipment the USMLM carries with them. The proper warning for this classification would be WNINTEL. Item could be classified SECERT or TOP SECRET and use the WNINTEL addition as a warning. I doubt if ULTRA is used by the US. Perhaps it is, but there is a chance of confusion with other countries designations. ULTRA SECTRO is TOP SECRET for some Spanish speaking nations. UMBRA is not familiar to me. Tom, your comments please. From the foregoing WNINTEL and COSMIC are unrelated and not as asserted by Dr. Wolf the same thing. Perhaps a more critical examination of his other claims is in order. Once again, a little research is called for here.
