I seem to recall that Paul Hill's papers were found by his daughter after his death. I don't believe that he ever intended for them to be published, but his daughter thought it was something that other's might find of interest. She made a handful of photocopies and showed up at a UFO Symposium (I believe in Richmond, VA) and found that there were many who wanted copies. At that point I guess the decision to publish it was born, and you have seen the result.
