The report may be related to the following (I will try to
dig up some more if I get time)

On the night of Saturday 5th October 1996 there were a number
of reports of fast moving coloured lights seen moving over
many places in East Anglia.  I am only working from memory
here but I believe it was stated that some of the objects
were tracked on radar and also that planes were sent to
intercept.

A few days later the MOD published one of their standard
"no defense significance" solutions.  They stated that
the radar recordings were distortions of the spire of
Lincoln cathedral caused by strange atmospheric  effects
and, I think, they were saying the fast moving lights
were distant lightning strikes. Its good to know that
the good ol' MOD is looking out for our interests!
