In 1900 Johann Philip Elster produced the first practical photo-electric cell with the earliest models dating back to 1896, and the theory had been worked on since 1889. Perhaps Elster gained the requisite technology by "seeding" terrestrial technology with that from a crashed "mysterious airship" in the 1896-7 wave! <g> Drew Williamson
