	The speed of light is constant in a uniform medium
	although we all know that it is not constant in all
	mediums.  Light will slow down as it goes through
	a denser medium and it will speed up again when
	it enters a less dense medium.  A bullet cannot do
	this so the reasoning behind your belief why the
	speed of light is not constant is faulty.

	Of course, there are historical evidences that the
	speed of light is slowing down with time and there
	are many other sound arguments that try to show that
	the speed of light must have been faster in the past
	than it is now.  Would you be interested in the
	details for these evidences and arguments?
