The NTSB was one of the investigative bodies involved in the
TWA 800 crash. The TWA aircraft contained many French citizens
and the name of the NTSB has been all over the news in France
last year and this year.

The French reporter (of AFP) must have thought the NTSB
was one of the appropriate entities to call for a comment on
this near-miss. Maybe he still had its telephone number in his
notebook.

He was apparently wrong, but people who are not experts on
airline regulations, especially non-US citizens, could easily
think that an organization that has the word 'Safety' in its name
would be investigating near-misses.
