I'm just curious what you mean by 2 copters flying "in formation".

By this, do you simply mean they were in close proximity, and
travelling at the same speed in the same direction?

If not, what was the shape of the formation?

Unless they were closed, there are

1)  Portsmouth Naval shipyard    - and -
2 ) Pease AFB a short distance to the NorthWest of Portsmouth.

There may well be other facilities.    I found these on the fly.
