Jim,

You're making some assumptions here.

First, you're assuming that the quantity of material found on
the ground represents the quantity released or created by the
UFO. What lands on the ground within sight of the witnesses may
represent only a minute fraction of what is actually released.

If one could "stand along side" the UFO, one might see the
stuff literally pouring out from, or off of the object.

So, lots of it could drift away, and still leave a sufficient
quantity for the witnesses below to find.

You're also assuming that the material is the same size as when
it left the UFO. It may be larger upon exit, which would would
give it a greater initial decent rate, but shrink considerably
as it decends.

Perhaps more UFOs release this material than we realize, but due
to the altitude it never reaches the ground at all.

Another assumption is that the UFO released it's material when
directly over the witnesses. It may have done so "upwind", which
would allow it to drift over and down to the witnesses'
location.

You also assume that turbulent air conditions were present
during the event. That's something that can be checked.

If a high pressure system is centered over an area, and the
lapse rate is low, there will be very little thermal-related
movement of the air, and very little wind, so any material
dropped would pretty much land underneath the source.

On the other hand, your assumptions may all be correct.
