As Karl Pflock and others have pointed out, TOP SECRET Code Word
markings are part of the TOP SECRET Classification not" Higher"..
just much more restrictive.The Ike Library for example has a
drawerful of SCI material that cannot be viewed. There are
actually very few formerly TOP SECRET (with or without a code
word) UFO documents that have been released. The CIA, for
example, included not even any  TOP SECRET no less TOP SECRET
-CODE WORD documents in their release of 900 p of UFO stuff to
CAUS. In Their response to my request for copies of the 14
Classified UFO documents found by the NSA, but somehow not by the
CIA, the CIA blacked out almost everything on the little they
released including all security markings. The question is where
are the rest of the CIA TS UFO documents or event the 14 they
refused to release in the late 1980s?

The distinction between SECRET and TOP SECRET is not a trivial
one. I understand Horn is from Long Beach California.. Maybe his
constituents can ask some questions.
