I thought you'd be up front telling everyone this is fiction). The classification at the top of the page should read TOP SECRET - ULTRA... Ultra being the code word for this particular group of documents. And, it should be noted that Top Secret - Ultra refers, not to UFOs, but to code breaking efforts during the Second World War. British and American intelligence officers were regularly reading the coded messages of the Nazis and all were classified as Top Secret - Ultra. Someone who didn't know his or her history, and the way classifications worked, apparently that that Ultra would by the highest of the top secret catagories, not knowing what it really meant. KRandle
