This document originates again with Tim Cooper! I suggest you go back and read again Tim Good's comments on Tim Cooper's letters. "Tim Cooper later requested, we believe, items from CIA about PAPERCLIP which resulted in the attached release. There are many other papers in this release with the same date, Nov, 7, 1985, and on the same topic." "Specifically, the document refers to project 63, which Linda Hunt wrote extensively on in her book. In short, it was an operation to bring German, Nazi, and unique scientist over to the US from 1945-1990 for either cost-effectiveness or national security reasons." This is the best we can do after two years of extensive research? In fact the investigators are not even sure if it indeed comes from a FOIA! "Tim Cooper later, we believe...." Why is the investigators don't know? Before placing yet another MJ-12 document before us without established origin, perhaps a little checking would be in order?
