It's called "Keeping Secrets". It isn't titled "Public Acknowledgement of Wrong Doing by the Government". You ask for documentation about something that you _know_ would be secret in the first place! Then you back up your logic, citing that such extreme actions are not the known policy of the US Government so they couldn't possibly happen which, in your mind, accounts for the original lack of requested documentation. Talk about circular logic... It's like saying that murder is illegal, therefore murder must not exist. Or that an attempted rape did not happen because the victim can't provide evidence to back up her claim since she was alone. Is it really your contention that the US Government never does anything illegal, never breaks laws, has never had anyone silenced simply because "known policy" says otherwise? Do you really believe that the government even bothers to make all of its policies known to the public? Or that they would publicly acknowledge hurting anyone one, if not forced to? Do you really believe everything the Government tells you? If not, then why? Certainly lying is not part of "normal policy" so they must be telling the truth. Right? Where do you think the term "clandestine operations" comes from? Or have you never heard of IRAN-CONTRA? Or the happless soldiers used in LSD experimentation? Or Agent Orange? Or the plight of radiation victims near the A-Bomb test sites? Jeepers, Bob. I don't know what country you live in, but it sure sounds swell. Can I move there, too?
