The vast majority of manmade earth satellites, essentially all, are visible due to sunlight reflected off of parts of the satellite, often off large elements such as solar panels. I can't really comment on lights. Some craft may have lights, especially manned craft with which docking might be done. But in general such lights would be far to faint to be seen from the ground. -Brian Cuthbertson
