Each agency publishes a list of areas (usually at least a page
long) not covered by FOIA. Prominent are items relating to
National Security. I included one such list in TOP SECRET/MAJIC.
US Government documents when available can be used without
payment of royalties or fees (Unlike in the UK) and cannot be
copyright.

In 1996 the US government because of Executive Order 12958,
Declassified 180 Million pages... still a drop in the bucket,
but a lot better than the 5 million of 1988. The notion that
Americans can get access to everything using the FOIA is widely
held and totally incorrect.
