As Bruce has noted, there was a lot of dicussion regarding this subject about a year ago, and there isn't really a need to go into it again (unless someone has something new to offer). Of course, one would have to review the previous discussion to determine if what they had to offer was new to the debate. I think the basic issue here revolved around the power source that would be needed to effect changes on the surface from a satellite in space, even if such a laser technology existed. There are several basic issues here that would have to be addressed, unless we want to re-define the "scientific" foundation altogether.
